Intergenerationally Equitable Discounting and its Implications for Climate Policy

چکیده

This paper investigates the properties of intergenerationally equitable discounting by using an axiomatically well-founded welfare function which was originally developed by Epstein (1983), and more recently extended by Bommier and Zuber (2008). In stead of seeking for the appropriate value of social rate of time preference, intergenerational equity is incorporated at axiomatic level. I show that the intergenerational-equity-consistent (IE-consistent) discount rate can be higher or lower than the standard notime-preference case without appealing to uncertainty. The relationship between IE-consistent discount rates and risk of world extinction is also examined with an emphasis on the case where the hazard rate is endogenously determined. With an application to climate change, I show that endogenous hazard rate can increase the discount rate, which implies relatively less stringent carbon abatement as the optimal climate policy.

Climate policies with non-constant discounting

We consider the climate-policy implications of non-constant time preferences when there is no commitment to future policies. The conceptual and quantitative results follow from the observation that, with time-declining discounting, the unusual delays and persistence of climate impacts provide a commitment device for climate policy-makers, overturning a fundamental climate-policy conclusion from...

Time perspective and climate change policy

The tendency to foreshorten time units as we peer further into the future provides an explanation for hyperbolic discounting at an inter-generational time scale. We study implications of hyperbolic discounting for climate change policy, when the probability of a climate-induced catastrophe depends on the stock of greenhouse gasses. We characterize the set of Markov perfect equilibria (MPE) of t...

III . 4 Equity , Development and Climate Change Policy

This chapter explores the relationship between an equitable sharing of emission abatement targets between developed and developing countries and their incentives to participate in an international agreement to control climate change. Although developing countries face a drastic increase in their emissions, environmental efforts are not ranked among their priorities. The obvious explanation is t...

The nature of discounting

From monetary policies to the climate change problem, from the burden of private credit card debts to the evaluation of public projects, discount rate is the central issue, yet there is little clear understanding about the nature of discounting. In this paper, applying a newly developed production theory, we discuss how discount rate is related to other factors in social systems, such as risk, ...

Why Equity Is so Elusive: Dynamical Properties of Overscheduled National Airspace System (nas) Resources

One of the major issues in the proposed concepts-of-operations for NEXTGEN is the equitable allocation of available National Airspace System (NAS) resources when demand is in excess of the capacity of the resource. NAS resources include airport and airspace slots allocated to flights from different airlines, carrying passengers and cargo from different geographic areas, affecting local air and ...
